Dr. Richard Tapper joined Genesis in August 2012 as Compliance Officer for Genesis Healthcare Partners. His duties include the establishment of a compliance plan and the subsequent implementation and enforcement of that plan with the goal of insuring that Genesis remains in compliance with federal and state regulations and continues to be a safe and pleasant place to render patient care. Previously Dr. Tapper was the senior partner at Genito Urinary Surgeons, Inc., a multifaceted nine member Urology group practice in Toledo, Ohio which he joined in 1974. In 1997 Dr. Tapper and his partners expanded their Urologic healthcare facility into Parkway Surgery Center, a fully accredited multi-specialty outpatient surgery center performing 9,500 cases per year. Since its inception, Dr. Tapper served as Chairman of the Board and Medical Executive Director of the ASC. During his 37 years in the private practice of Urology Dr. Tapper was a very active member of the Toledo medical community, serving as Chairman of the Department of Surgery, Medical Director of the Division of Urology and Medical Staff President at The Toledo Hospital. Between 1985 and 2003 Dr. Tapper was an active member of the Board of the Promedica Health Systems, a non profit healthcare organization comprised of 1,644 physicians and 11 hospitals. Promedica serves Northwest Ohio and Southern Michigan providing care for 2.6 million patients annually. Dr. Tapper was instrumental in bringing the 22nd Lithotripter to the United States and in establishing the first co-operative community partnership between 22 Urologists and 7 hospitals in the U.S. He remained Medical Director and Chairman of the Board of the Toledo Community Lithotripter for 15 years. Since 1974, as Clinical Professor at The University of Toledo-College of Medicine, he had the pleasure of working with Urology residents throughout all phases of their education and training. On the state level he enjoyed working with the Ohio State Medical Association, the American Medical Association and various Ohio Urologic societies, serving over the years as President of the Ohio Urologic Society, the Northwestern Ohio Urologic Society and the Northwestern Ohio Urologic Association. Dr. Tapper was born and raised in northern Ohio. He earned his undergraduate and medical degrees at The Ohio State University where he was nominated to membership in Alpha Omega Alpha national medical honor society and Landacre Society honoring excellence in Medical research at The Ohio State Medical College. Over the next five years (1967-1972) Dr. Tapper completed his Internship and Residency training in General Surgery and Urology at Vanderbilt University in Nashville, Tennessee. Following a brief stint as a Clinical Instructor at Vanderbilt, Dr. Tapper completed two years of active duty as a Major in the United States Army. Dr. Tapper is certified by the American Board of Urology, is a Fellow of the American College of Surgeons and a long standing member of the Society of Pediatric Urology. He was honored by his peers (2007-2008 and 2009-2010) naming him to "The Best Doctors in America and in 2010 was named to the distinguished publication "America's Top Urologist." Over the past 37 years Dr. Tapper has accumulated a wealth of experience and knowledge which he hopes to share in meaningful ways as a new member of San Diego's medical community.
