Dr. Arthur Michael Cotliar, MD

I took a day off to find out on the same day of my appointment that I will not be seen without the referral. I asked to speak with the office manager to see if this situation can be handled differently. The office manager, Felipe Cordero came out of his office, and I told him about this unfortunate situation. He was insensitive. To add insult to injury, he repeatedly stated, “It is the patient’s responsibility to get the referral.” I told him that I was not informed that I needed a referral, and it was my first time hearing that EmblemHealth requires a referral for a comprehensive eye exam. Mr. Cordero continued to say that the insurance company requires a referral. To conclude the conversation, I asked for an excuse letter and Dr. Cotliar's contact information. After I left the office, I called EmblemHealth and sure enough I did not need a referral for a comprehensive eye exam. The staff needs to be knowledgeable about Health Insurance Policies and the importance of… professionalism. The Eye Care and Surgery received great reviews, but it is unfortunate that I was not able to receive the same service. Dr. Cotliar came highly recommended by other corneal surgeons. I had a complicated case, with astigmatism and lens flattening, which required skill and experience. Dr. Cotliar did a wonderful job ensuring that I had the best possible outcome. He was kind and pleasant, answering all of my questions. I was willing to put up with the office staffing issues and several appointment changes that can be expected when you are a patient of his. Thank you to Danny, his assistant and Paola the surgical coordinator who work closely with patients.

Dr Cotliar may be good, but dealing with the majority of his staff is a nightmare, especially those in the eye clinic (unfortunately had to go there for my check ups as he was on vacation after my surgery). It’s easier getting an audience with the Queen of England than getting your own medical records! Five requests so far and still haven’t received hard copy. 'You need to pay us upfront' for the copies is all I hear. Will my first born suffice?

I went to Cotliar for cataract surgery, in both eyes. He decided (on his own) that I would like monovision. Instead of making a reading lens for the weaker eye he made a distance lens for that eye and a reading lens for the stronger eye. Then to add insult to injury he sent me across the street to his optometry operation for glasses. I spent hundreds of dollars on progressive lenses. The refraction was an auto-refraction, not done by a human but a machine. The glasses were useless. But I didn’t realize that they were the incorrect prescription until several years later when a much better Opthalmologist sent me to a real optometrist. His support staff is also terrible. I had to get all of my own pre-surgical clearances from my insurance company. The woman who who was in charge of that was abusive. All of this happened several years ago. I still get calls from his office telling me it’s time for an appointment. Do yourself a favor and stay away.

This is one of the worst waiting rooms I've been in--I waited five hours before I saw Dr. Cotliar, shuffled from one assistant and room to another, and then I saw Dr. Cotliar for a total, literally, of eight minutes in two separate sessions because there was a mismeasurement. My visit with the doctor was very short and not informative. Dr. Cotliar has been my eye doctor for several years and I always trusted him. However, the waiting time has increased and I have been unable to get any follow-up at all. He is way overscheduled. Worst, however, and even more importantly, Dr. Cotliar told me to schedule a surgery with one of the assistants and I was unable to get necessary information for this scheduling. I called back many times and was consistently told that Dr. Cotliar would call me back but he did not. I am at my wit's end.

She suffered for months with excruciating pain in the eye, constant discomfort and now a year + later her vision in that eye is worse than before the cataract surgery. Upon my Mother's follow up appt. the Dr. said her eye was fine. She said but I have horrible pain. He said it was fine. If you are getting eye surgery stay as far away from this doctor as you can. The entire experience was terrible. His office is a factory. He is an arrogant man. He does not even deserve one star.
