Dr. Hinkes grew up in Kensington, Maryland and received his B.A. with distinction from the University of Virginia in Charlottesville. He graduated from Howard University College of Medicine in 1978 and was elected to the Alpha Omega Alpha honor society. He completed his internship and residency at the Medical College of Virginia in Richmond from 1978 through 1983.
