Dr. Devlin Kelly, PhD

My teen encountered Dr. Kelly in an ER setting at Kaiser during COVID. This almost 17-year-old was unwilling to discharge to her estranged father who had shown up out of the blue with custody papers. She told Dr. Kelly she was afraid for her life because her father was violent, and further that if forced she would harm herself if returned to her dad. She told Dr. Kelly she had reported him for abuse over a year ago and she did not care what the custody papers said, she would not endanger herself. This should have triggered a CPS call and my daughter being taken by CPS to safety as a minor. That is standard procedure. Instead, Dr. Kelly Ph.D. walked into my daughter's hospital room and said you can either discharge to your father or I can hospitalize you. So basically she 5150'd my teenager for reporting abuse and gave medical control of her to her father who had abused her, not CPS. I reported her to the BOP and I hope she loses her license. Stay far away from this woman.
