Dr. John Harvey Wagoner, MD

Dr. Wagoner has been my doctor for 18 years, seeing him every month or every other for this length of time. During my time with him, he has been hugely instrumental in my emotional healing & medicine maintenance. He's one of the most knowledgeable people i know as well as humble & incredibly brilliant. He worked with me to find my identity & improve many defects in my character. I will forever be grateful for this man & his Godly ways.

I first met Dr. Wagoner in 1980 having been ordered to see this man by my military "superiors" who wanted me out of the service quickly and quietly after I had been sexually assaulted in my dormitory room by my "superior". I was an E-1 and seventeen years old. I was scared, humiliated and really still in shock when I saw then Captain/ Dr. John Harvey Wagoner. Dr. Wagoner seemed on first impression to be a decent man who I may have come to trust enough to talk about what happened. Wagner spent less than fifteen minutes with me engaging in light small talk before sending me on my way. My uniform concealed the bruises on my body. Inside my head were the bruises I have carried for thirty four years. Soon I was informed I was to be discharged upon the recommendation of Dr. Wagoner. When I asked to see the “Mental Health Evaluation” he had written about me, Wagoner initially refused. I couldn't understand why . He seemed like a nice decent man. It took an Attorney on the base to assist me.… When I saw it Wagoner told me to get out! He then barked in a sarcastic "Hup 234-Hup 234" as I left. I can still hear him chuckling along with the staff present. This man calls himself a "committed Christian". This man in my personal opinion and experience will always be an accomplice to the 'man" who sexually assaulted me at seventeen years old. An accomplice how you might ask? I believe this man was part of a greater effort to cover up and conceal by slandering my word and reputation through Libel. That is writing a purposely defamatory “Mental Health Evaluation” leading to the Service Members discharge. A common practice employed by the military when confronted with a Service Members accusation of sexual assault or sexual harassment. A victim is often victimized twice when he or she is ordered to see a Psychologist or Psychiatrist of their Commands choosing. He or she more often than not will be labeled, or perhaps I should say libeled with a “diagnosis” of “Personality Disorder” or “Adjustment Disorder” But don't take my word for it. The Government Accounting Office (G.A.O.) released a study stating that there have been more than 31,000 service members discharged and labeled as having a “personality Disorder or “Adjustment Disorder”. The G.A.O. Found evidence suggesting that Commanding Officers are simply asking “Mental Health Providers” to enter the diagnosis in the Service Members permanent record in order to discharge troops quickly and with no benefits in order to cover up embarrassment such as the reporting of sexual assault. This to me compares with Church leaders covering up for the abominable sexual abuses of some of the Clergy while blaming the victims. The service organization Viet Nam Veterans of America estimated that the Department of Defense has saved eight billion dollars in disability compensation and $4.5 billion in medical care costs by discharging members with these and similar “disorders”. The reason this works is this: a “Personality Disorder” is considered a “pre-existing condition” and therefore an administrative discharge is given. With such a discharge the troops effected receive no health benefits or disability retirement pay. They are also not eligible for V.A. Benefits. Many survivors of what is called “Military Sexual Trauma” (M.S.T.) suffer from P.T.S.D. And are often later properly diagnosed later by competent civilian Mental Health Professionals. I am one such survivor. I wish to state that all information provided in this posting have been acquired through legal public sources i.e. State and Federal government web sites available to the public on line. While I can not legally prove that John Harvey Wagoner took an active role in covering up and concealing sexual assault and more specifically the sexual assault I suffered. None the less I have uncovered through the same sources other disturbing facts about this man.Facts I believe he would not want the public to know. Through out much of Wagoner's career as a 'Clinical Psychologist” he neither possessed a valid State license to practice nor had he participated in or completed continuing education required of those in the field he claimed to represent. From 1978 to 1996 with out license from any State, nor membership in any professional society such as the American Psychological Association, he would assume the role of a licensed “Clinical Psychologist” to “diagnose” and “treat” patients only to tarnish their character and bring question as to their sanity as he he labeled us with a diagnosis he was inadequately trained and un licensed to give. Wagoner would not receive formal or academic instruction in Post Traumatic Stress Disorder until his residency in 1990-1994. P.T.S.D. was first diagnosed in 1980. The same year He falsely diagnosed me with a “Personality Disorder”. In fact it wasn’t until June 14, 1996 that Wagoner finally acquired a license as a Clinical Psychologist from the state of Maryland. Wagoner would confirm this very fact under penalty of perjury signing this original license. A fact verifiable with the Maryland Board of examiners of Psychologist on their web site. Wagoner’s history of practicing with out a license was also confirmed by the U.S. Air Force Office of Special Investigation just this year as well as by the Illinois Department of Financial and Professional Regulation. This is the State licensing authority that over see's and regulates Clinical Psychologists and other professionals practicing in the State of Illinois. At the time of this posting, Dr. Wagoner is the subject of an investigation by that same agency over this very issue. A fact easily confirmed by calling or writing this agency (217)782-9405 and referencing case number : 2014-06837. In the course of their investigation, the O.S.I. Would ask Wagoner bluntly if he had a license to practice at the time he “evaluated” me.
