Dr. Jose Francisco Troche, MD

He conducted my C&P exam over the phone and took barely anything I said or that was in my records into consideration. He lied numerous times in his write up and wrote down the opposite of what I told him. I cannot express how angry I am that this doctor lied so many times and wrote down so much incorrect information. There is zero recourse for veterans affected by this "doctor."

I would give him 0 stars if I could. As the others have said, this man is a liar, period. He lied on my C&P exam, misrepresented my medical records, omitted pertinent information and DID NOT PERFORM ROM tests according to VA guidelines. His reports did not include his license and state of license as is required by VA. Plus, he entered the wrong date of my exam. This alone should have invalidated the report. Also, why didn't the Raters catch that? Additionally, I have made several requests to the VA, including a FOIA for his credentials and as of this date, no one can seem to provide them. My exam was 10/3/2025. Subsequently, my claim resulted in proposed reduction! I have not been able to verify his Puerto Rican medical license and VA can't seem to provide them either.

Do not, I repeat, DO NOT allow him to perform your exam.. I didn't look him up until going through my VHA medical records a few months after my exam. Was scheduled for a Gulf War exam as part of my C&P exam. My exam was scheduled to be 90-120 minutes. He asked a few questions, argued that my complaints weren't valid, hand carried copies my military STRs didn't matter, and walked me over to radiology. I couldn't believe what I saw in my records. He put down I never went to Iraq and didn't qualify for the exam, military STR was anecdotal, copied portions of my statement in support of claim and changed a few words, put down ROM measurements he never took, answers to questions he never asked, ignored everything between 2006-2008 in my STRs, and more . Luckily I did the "exam" first so I had proof: 12 minutes. That's how long the "exam" lasted before my 1st x-rays were taken. Now I'm having to get my medical records amended to remove his notes. Same for my C-File, which is much more… difficult.

I should have tried changing examiners after reading the reviews but thought I'd give him a chance. I was wrong on my thoughts and wish I wrote this back in the fall of 2019 so others would have had the opportunity to change examiners. During my C & P exam, NOT ONCE did Dr. Troche ask me a question related to my disability. I was shocked. I asked him if he was going to exam me/ask me questions and he stated all of my info was in my records. The only thing he asked me was about the ages of my family members and if I was married. I was in his office an entire 16 minutes. I am steaming because he made three comments on the C & P report saying "The Veteran Stated to Me"... The things he said I stated are so inconsistent with my disability and doesn't make a lick of sense . NOT ONCE did he ever ask me anything related to the comments he wrote down. He is nothing but a Liar. He also mentioned quotes from my Dr's that are COMPLETELY opposite of what is documented in my records from 7… specialists. Again... He lied in his comments. He also concludes by stating that my disability in inconsistent with all of my records and there is no evidence of my condition. Hello...422 pages of records with 71 times mentioning the diagnosis, tests that confirm the exact diagnosis, the exact cause of my condition, surgeries and hospitalizations. Either he is illiterate or had someone else's records. Needless to say, my claim was denied in Dec 2019 and hired an Appeals Attorney. I wouldn't have a problem if my claim was denied based on factual documentation but am appauled that someone could fabricate an exam like he did especially when the information was so pronounced. Dr. Troche is definitely not the C & P VA Doctor you want for your claims examination.

This individual documents things in someone's medical records that has no bearing on the exam. He also lies and says he conducted test that he didn't. I'm very grateful that I recorded the complete exam so I can present it too the OIG and the Congressman. I will also forward this on to the Naval COM.

The doctor smelled like alcohol and also was verbally abusive. He has a Facebook page that has images of him flipping off the camera at a hospital setting. Also misdiagnosis.
