Dr. Merlin Osorio

With over fifteen years of primary care experience, Dr. Merlin Osorio has served as a Clinical Advisor for national health plans, treated underserved communities in South Florida and Puerto Rico, and acted as Principal Investigator on more than twenty-three clinical studies. His work has spanned everything from direct patient care—managing chronic diseases and improving access to services—to strategic oversight for health-plan quality initiatives, ensuring that providers deliver care aligned with best-practice guidelines.

Dr. Osorio began his academic journey at Florida International University, where he majored in pre-medicine and conducted molecular biology research, including DNA extraction, tissue analysis, and gel electrophoresis. He went on to collaborate on advanced projects at the University of Miami’s Cardiology Department and UF Health Shands Hospital in Gainesville, performing DNA sequencing, microsurgery in animal models, and tumor analysis for …Neurofibromatosis research. After completing his medical degree at Universidad Autónoma de Guadalajara in 2006 and further studies at Ross University, he returned to Puerto Rico for clinical training—where he deepened his commitment to underserved populations and honed his expertise in treating diabetes, hypertension, COPD, asthma, PAD, chronic pain, arthritis, obesity, back pain, women’s health, and many other conditions.

A proven leader in quality improvement, Dr. Osorio has spearheaded Five-Star rating initiatives at both national and local levels—achieving HEDIS CMS Five-Star status and securing Florida’s #1 Medicaid ranking for six consecutive years.
