Dr. Sheila Eileen Horn, DO

She is used by NYC to evaluate disability claims and is as dishonest as the day is long. She will deny you are eligible for disability in order to keep her job with the DOE

She does not care about patients its about money and scripts

I went to Sheila horn for a final medical review to get my city pension I am on Social Security disability and workers

Unfortunately These APPLICANTS FOR NYC DISABLED PARKING PERMITS are frustrated with Dr. Horn but in all fairness she is doing her job as it should be done by a NYC DOH -M contractor. All applicants must understand that this is not your primary doctor and you are not considered a patient but an APPLICANT for the NYC permit. Due to abuse and the issuing of these permits to persons whom do not Merritt it has caused the DOT and DOH to change and restructure many of their criteria for obtaining this permit. Many people apply for this permit just to work and park easily in the city this is not fair for the people that REALLY need it. All Applicants, must go thru this process as I did and also denied per the DOT criteria. It is a shame that these people righting these negative reviews about her when she was recently honored as a Super doctor in the NY times. Before righting negative reviews and hurting someones reputation, you should do your homework first and then do your review. If… you complain it is because you were denied the permit BECAUSE YOU DO NOT MEET THE CRITERIA FOR THE PPPD PERMIT. Dr. Horn is a great Doctor, i have been seeing her for over 10 years and i am a private patient NOT AN APPLICANT as all of you that right these derogatory things against a great doctor. Sincerely Current patient ( private) and former applicant and FYI: I was denied per my disability, The DOT - DOH does not consider blindness or an amputation from the knee below as a disability. This alone speaks for itself, There are many more criteria that are unknown to us NON MEDICAL persons. CALL THE DOT TO OBTAIN A LIST OF WHAT CAN QUALIFY YOU FOR A NYC HANDICAP PERMIT.

I had visited Shelia Horn for a DOT exam, she did not examine me did not read my medical files. She said I was ok did not need a permit. I wrote to DOT and complained, my records were sent to "3" other doctors who agreed with her? I have been seen by DOT doctors for 10 years and have gotten my parking permit with no problem. I'm shocked that these doctors agreed with her. Maybe this is the new DOT, make it harder for persons with disabilities to have a good quality of life. I am now thinking of going to Help Me Howard(TV guy).What else can I do? I need the permit I cannot go up and down subway stairs to get to work I need to drive.

Ms. Horn took approximately a total of 5 minutes max to evaluate me, didn't bother to review any of my medical documents, and basically told me that she was in a rush to see the rest of the patients waiting in her office waiting room. She lacks any what is called a decent bedside manner for a doctor, very curt almost borderline rude. It boggles the mind that this doctor would deny a recertification for a permit when a board certified orthopedic surgeon for over 25 years in his field is providing documentation stating so.

Complaints have been filed against this doctor with the Medical board. Routinely misdiagnoses patients to advance her own career.

I was sent to Dr. Horn by the City for renewal of my NYC disability Parking Permit, and apparently was denied my renewal based on this doctor's report. Dr. Horn spent approximately 3 minutes with me and did not review any of the medical reports, or films I brought even though her letter stated to bring them. I feel that Dr. Horn may be directing her anger, frustration and hostility at people with disabilities by denying us the right to renew this permit even though we are disabled. I feel that Dr. Horn knowingly and with intent to defraud is filing false medical reports for the city to to keep herself in business making money cause nobody else wants her.

she told me that I was too fat that is why I have COPD, and my doctors were lying about my medical condition.

I found her to be cold and impatient.Impuned my doctors, saying they made mistakes. According to her, someone who says that is either incompetent or jealous of a good doctor.
