As with all doctors affiliated with a State or Municipal Hospital, he is in no position to engage in any conduct which might serve to impede the local authorities from using the State & Municipal Hospitals to bilk Federal Insurance Programs at every possible opportunity (i.e., anytime no private company stands to be harmed in any way) or the ability of his colleagues to secure their "cut" by recognizing any patients with Federal Insurance as their sole or primary coverage as having rights of any kind -- including the right to seek alternate treatment, even in situations where the patient has decided not to be treated by their original doctor because of a medically unnecessary procedure that was performed at a State/Municipal Hospital as a result of an admitted misdiagnosis. More to the point, since he has elected to work with a Municipal Hospital like Coliseum Medical Center (where his office is located), he has no choice but to be fully complicit in the efforts of the local… authorities to bilk Federal Insurance Programs for every penny they can -- and any misconduct, corruption or willful malpractice that arises from those efforts (i.e., the Hippocratic Oath is automatically forfeit for any doctor working at a Sate or Municipal Hospital in any State wherein the Federally Insured are not allowed to select a Managed Care Plan). Incidentally, anytime the locals are allowed to deny Beneficiaries of Federal Insurance the option of selecting a Manged Care Plan, it means that someone very high up at the State level is owed a very big favor by someone very high up at the Federal level, since the reason that Managed Care Plans exist in general is to protect both the Beneficiaries of Federal Insurance and the Feds themselves from the depths that the local authorities are willing to stoop to in order to use State & Municipal Hospitals to steal from the Feds.
