Dr. Otter is a native of Minnesota. He graduated from Dartmouth College in New Hampshire and earned his M.D. at the University of Minnesota. Prior to his Orthopaedic residency at Johns Hopkins University in Baltimore, Maryland, he volunteered for service with the Marine Corp in Viet Nam as a General Surgeon in the United States Naval Reserve. After completing his military service, he finished his orthopaedic training at Johns Hopkins. Dr. Otter then spent a year in the Hand Surgery fellowship with Dr. Joseph Boyes in Los Angeles.

Dr. Otter worked in a private practice of hand surgery and general orthopaedics in northern California for twenty years. He and his family relocated to Maryland's Eastern Shore in 1993, where Dr. Otter began work with a local orthopaedic group.

In June 2008 Dr. Otter retired from his practice in Maryland. Dr. Otter joined Orthopaedic Associates of Southern Delaware in March 2009 to continue the practice of hand surgery.

Dr. Otter's avocation includes sailboat racing and cruising on the bay and ocean, downhill skiing in the Rockies, and competitive doubles squash.

He and his wife Jan reside in Talbot County.
