Dr. Victor Manuel Bello, MD

I am writing this to warn other patients, especially those on Medicare. I came in for my annual diabetic eye exam, which is a covered benefit under Medicare Part B. Instead of billing it correctly, Dr. Bello double-billed me out-of-pocket for the visit. When you are on a fixed income or relying on your insurance benefits, getting blindsided by wrongful charges is unacceptable. If you go here, double-check your statements and be careful about what they try to charge you for. Ask for an Estimate in writing. Apparently this is a known pattern with this provider but CCHS ignores it.

He's a wonderful, caring doctor. I had catarat surgery and lazer surgery and he was excellent with no pain.

I had not been to Dr Bello's office in Willoughby Hills before today. My usual Ophthalmologist another MD in the same practice was out of the country. First off, the receptionist was as non welcoming as she could be. If she ever smiled it must have been decades ago. The Ophtho Tech, Leah was very nice, but it took 45 minutes to get into an exam room and another almost hour to see Dr Bello. He never introduced himself and was very gruff. Maybe retirement should be mandatory after 70. Perhaps his bedside manner was good at some time in his practice career but that must have been decades ago as well. Fifteen minutes tops of medical attention took two hours and most of it was supplied by the Ophtho tech. Completely unacceptable. Why is it so hard for people to do their job in a friendly manner?

Dr. Bello listened to me explain my eye problem. I am better now.

Dr Bello charged me for the Diabetic Eye Exam under the disquise of performing Refraction Test. The REAL Refraction Test was never done but an Acuity Test was done instead and billed as Refraction. I did NOT ask for either one. Moreover, doctor incorrectly stated that everything to be done in this visit is covered by my insurance. Turned out it was not and I found myself at the paying end. Furthermore, not a word was said about managing my cataract, what kind of cataract I'm having or the extent of a damage. Not a word about wearing sunglasses and blue light blocking glasses; all this I had to learn about from the internet, Facebook, Amazon and whatnot. But not from the eye doctor who apparently is not interested in managing a chronic eye condition. This incident marked my last going to this doctor's office. NEVER AGAIN and do NOT recommend.

During my diabetic eye exam that is free for diabetic patients, Dr Bello also performed a refraction test that isn't covered; I didn't need this test as I don't wear glasses. Dr Bello has failed to inform me about a procedure not covered by my insurance, so I was billed for the copay. I wish that rather than talking about politics and other unrelated issues, Dr Bello would inform me about a procedure that wasn't covered and for which I have to pay out of pocket. I don't appreciate his bedside manners at all. Besides, doctor didn't give any explanations the upcoming elective surgery, other than "cut". I have been seeing Dr Bello for years, but this incident marked my last going there. Am not coming back and do not recommend this doctor.

I have NEVER met a doctor I have liked better than Dr. Bello.

Dr. Bello has been our family eye doctor for many years. He cared for my parents and my husband's mother. He cares for us presently and a grown son and his family. We could not be more satisfied with our care. My experience tells me that he is a very precise physician with a cheerful, but calm manner. He gives each patient the time they require which occasionally causes a backup in his waiting room, but has happened seldom in my experience. I highly recommend him and his skill as a physician.
